Idaho Courier Backbone

Working in cooperation with the ORBIS Library Consortium (a consortium of Northwest academic institutions in Washington and Oregon), Idaho has 3 drop sites established in Northern Idaho. These drop sites act as hubs, through which individual libraries can make arrangements to move materials between participating libraries.

Currently, there are over 200 participating libraries in the ORBIS system. To become a participating library, contact the library director of your nearest drop site (see map below) to make arrangements, or e-mail Gina Persichini for more information.

The LiLI Advisory Board and staff of the Idaho Commission for Libraries are currently investigating the feasibility of extending courier services statewide. If you are interested in supporting a statewide courier service or have suggestions for implementation of such a service, please contact Gina Persichini.

    Canyon Owyhee Library Group (COLG)

    The Canyon Owyhee Library Group (COLG) is dedicated to sharing resources and ideas, collaboration, and staff development. COLG facilitates interlibrary loans and resource sharing between member libraries. A video catalog was started in 1990 with 150 videos and has since grown to over 4,400 videos and DVD's. Several COLG member libraries participate in resource sharing through LiLI Unlimited. COLG is financed through dues from its members and occasional library grants.

    Library Consortium of Eastern Idaho (LCEI)

    The Library Consortium of Eastern Idaho (LCEI) is a consortium of multi-type libraries serving the public of Eastern Idaho. It encourages collaboration, resource sharing, staff development and technical innovations among its member libraries to ensure that the citizens of Eastern Idaho receive quality, up-to-date library services and have access to current, accurate information.

    LCEI facilitates interlibrary loan and resource sharing for its member libraries. It provides quality continuing education and staff development programs, and enables member libraries to participate in projects using leading-edge technology. The consortium administers a shared Horizon automated system for our members, which includes web access to member library catalogs.

    Lynx! Consortium

    In the late 1970s, the Directors of the Boise, Caldwell, Nampa and Twin Falls libraries joined together to share the costs of an automated circulation system. In 1995, when growth necessitated a change, a contract was signed to purchase a new Dynix integrated online catalog system and the LYNX! Consortium came online in March 1996. During this migration, the method of communication by the libraries to the online catalog system was changed from direct phone lines to local area networks within each library attached to frame relay links. Access to the Internet was also added at this time.

    In August of 1996, the Meridian Library District was the first new library to be accepted for membership and came online in February, 1997. Two more libraries, Eagle and Garden City, applied for and were accepted for membership in the fall of 1998. Ada Community Library and Hailey Public Library were both accepted for membership in early 1999, bringing the total number of libraries in the Consortium to the current nine.

    Over the years the member libraries have grown and together kept pace with the vast changes in technology. LYNX! Consortium is currently in the process of migration to the SirsiDynix Horizon ILS product with a target release in late spring 2006. ILS costs continue to be equitably shared between the members.

    LYNX! operates under an open access agreement; libraries agree to provide lending services to the patrons of each Library as if the patron requesting lending services in a Library were a resident of the jurisdiction in which the patron is seeking lending services and compensation agreements are in place where one Library regularly provides more than 10% of its total lending to patrons of another’s jurisdiction. Materials are shared between member libraries. Members also have an option to participate in shared courier service which facilitates transfer of materials between libraries. The current LYNX! Consortium works together in ways that go beyond simply a shared ILS. For the past few years, LYNX! members have worked together to coordinate summer reading and other youth services programming and are regularly examining other resource sharing opportunities to benefit our communities.

    In FY2005, LYNX! Consortium combined holdings totaled 1,143,538. Members circulated 4,198,867 items, and 766,902 items moved between the seven member libraries participating in courier service.

    Valley Automated Library Network (VALNet)

    VALNet, the Valley Automated Library Network, is a consortium of public, school, and academic libraries in Southeastern Washington and North Central Idaho working together to share resources and information services. VALNet currently serves 60,000 patrons with over 630,000 items. In fiscal year 2000, VALNet libraries exchanged over 500,000 items among themselves.

    In addition to cooperation among different types of libraries, VALNet promotes cooperation among city and county governmental units and school districts in two states. VALNet libraries cooperate in many ways to provide the best possible services to their users and to make optimal use of financial resources:

    Washington Idaho Network (WIN)

    WIN is a cooperative multi-type library consortium serving academic, public, school, and special libraries in the states of Washington and Idaho. WIN facilitates access to information by acquiring automated systems that serve as gateways to information beyond library walls. Additionally the consortium plans and implements services that promote inter-library cooperation to insure that resources are readily shared across jurisdictional boundaries.

    LiLI logo: LiLI - Libraries Linking Idaho logo.The Libraries Linking Idaho databases (LiLI-D) are brought to you by the Idaho Commission for Libraries and Idaho Public Schools. Additional support for LiLI-D comes from the Institute of Museum and Library Services.

    Because LiLI-D is funded at the state level it is a free resource for Idaho citizens. The databases contain 1000s of full-length articles on almost any subject imaginable. You can print the articles you find or e-mail them to your home or office computer. Save a trip to the library and get the information you need delivered directly to your home computer. LiLI-D is cost effective too—about 40 cents a year per Idahoan or less than the price of an Idaho Spud bar.

    LiLI eAudioBooks Collection

    LiLI eAudioBooks CollectionThe Idaho Commission for Libraries is currently offering a one-year demonstration project for downloadable audiodbooks. LiLI ABC has been available since October 1, 2007, to all Idahoans.

    ICFL coordinates the access to the digital audiobook service to Idaho residents through their public, school, or academic libraries. The 12-month project enables library administrators to evaluate:

    LiLI-ABC is offered through a collaborative effort of the Idaho Commission for Libraries, OCLC Western, and NetLibrary. The collection of downloadable books includes best sellers, book club favorites, timeless classics, CEV Holy Bible Collection, children's and young adult titles, and the Pimsleur Language Series.

    Access and Linking to LiLI eAudioBooks Collection

    Idaho citizens may access the LiLI eAudioBooks Collection via the LiLI Portal. Additionally, libraries may choose to link their patrons to the service by:

    Jane Doe lives in Hometown, Idaho, but commutes to Anytown, Idaho. Because Jane's Hometown Library and Anytown library are both members, Jane can participate in LiLI Express services.

    To check her books out at Anytown Library, Jane shows her valid Hometown library card and a picture ID. She reads the Anytown Library's LiLI Express borrowing privileges and signs the

    Q1. What is LiLI Express?

    LiLI is Libraries Linking Idaho, an alliance of libraries and library consortia working together to bring networked library services to the citizens of Idaho. LiLI Express is one of the services achieving that goal. It is a reciprocal borrowing program that makes it possible for customers of one library to borrow from other participating libraries when traveling to work, study, recreate or visit.

    Q2. How can I use the LiLI Express service?

    When you find yourself at a LiLI Express participating library, simply show them your current home library card and a picture ID. The library will then ask you to review the LiLI Express guidelines and issue to you a visitor library card with a LiLI Express logo on it.

    Q3. How do I find out which libraries participate?

    The list of participating libraries is available online here.

    Q4. What do I do if the person at the check-out desk doesn’t know about LiLI Express even though the library supposedly participates?

    Ask the staff member to check with their supervisor, or let them know that there is information about LiLI Express, including a list of participating libraries, on the LiLI Website.

    Q5. How many things can I check out? How long can I use them?

    The number of items and length of use depend upon the lending libraries policies. Borrowers are subject to the borrowing terms of the library in which you check out books.

    Q6. Where do I return the materials I checked out?

    Always return materials to the library at which you checked them out.

    Q7. What happens if I lose something I checked out from a library or I return it late?

    When you check materials out from a library, you agree to follow their policies. If you lose something, you will need to repay library replacement costs. If you return it late, you will be responsible for paying any overdue fines that have accrued.

    Q8. Can I get a card if there is no library service in my town?

    If you live in an area with no library service, you may obtain a non-resident “home library” card at any of the participating, publicly-funded public libraries by paying the non-resident fee of that library.

    Q9. Does this mean I have a new home library?

    Your “home library” is defined as either:

    1. The library whose primary mission is to serve you by virtue of enrollment, residence, or employment, or
    2. A library that issues you non-resident card as a result of your paying their locally established non-resident fee.

    Q10. Why can’t I just use Interlibrary Loan?

    You can. LiLI Express is simply an alternative method to accessing library materials. You may wish to make use of another library if you are traveling for work or pleasure to another part of the state. Or, if you need an item from a participating library faster than ILL services can deliver it, you may choose to drive to that location and borrow it using the LiLI Express service.

    Q11. Can a library find out my past borrowing history?

    When you borrow through the LiLI Express program, you are agreeing to guidelines that allow the lending library to contact your home library to determine if you have any outstanding fees or fines. Information regarding titles, topics, or other personal information will not be shared.

    Q12. Do I have to pay to use LiLI Express?

    LiLI Express is a free service to the patrons who use it and to the libraries who choose to participate.
