LiLI Steering Committee Charge

Vision:

LiLI (Libraries Linking Idaho) is an alliance of libraries and library networks joined together to further the common good. It provides the Idaho library community with services that are more effective and economical when administered at a statewide level rather than at a local or regional level. LiLI:

  • Offers services to all the libraries of Idaho,
  • Extends and supplements local and regional resources and services to the citizens of Idaho,
  • Builds on the strength of existing networking and resource sharing efforts in the state, and
  • Provides a framework for future cooperation that recognizes the diverse missions of its participants.

Membership:

 

The membership of the LiLI Steering Committee is comprised of librarians that represent existing networks, library systems, and individual libraries that have demonstrated an interest in networking. The Steering Committee membership is representative of all types of libraries and of the geographic regions of the state.

The directors of the four largest college and university libraries in Idaho serve as ex officio members with voting privileges. The State Librarian is also a member ex officio with voting privileges. The Idaho Commission for Libraries personnel serve as staff to the LiLI Steering Committee both in terms of support services and leadership.

Additional members are appointed by the State Librarian for 4-year terms. Appointed members may serve two consecutive terms.

Members must be able to:

  • Represent their library network, library system, or library,
  • Make decisions for their library network, library system, or library,
  • Represent the Steering Committee to their region or their type of library, and
  • Attend meetings and contribute to the work of the LiLI Steering Committee through discussions, decision-making, and committee work.

Charge:

The LiLI Steering Committee operates in partnership with the ICFL staff to plan, initiate, and evaluate LiLI services. The LiLI Steering Committee:

  • Provides input regarding LiLI services,
  • Develops and recommends policies, standards, and requirements for Idaho Commission for Libraries Board of Commissioners approval, and
  • Develops funding recommendations for LiLI programs and services.

Activities of the LiLI Board include:

  • Developing an annual action plan for development, provision, and evaluation of LiLI services,
  • Advising the Idaho Commission for Libraries staff on networking and resource sharing issues, and
  • Communicating the vision and goals of LiLI to members of the library community, the Idaho Library Association, the state legislature, and other appropriate groups in the state.

Membership Responsibilities:

The LiLI Steering Committee is an advisory group to the Idaho Commission for Libraries. Members are expected to:

  • Attend meetings and conference calls when they are convened and actively participate in the collaborative meeting process.
    • Read and review prepared materials prior to the meeting.
    • Come prepared to fully participate in discussions and decision making.
  • Do research in specified areas pertaining to the charge of the Steering Committee and serve on LiLI committees when needed.
  • Represent the LiLI Steering Committee to the Idaho library community and at meetings around the state.
  • Interact with key stakeholders as representatives of the LiLI Steering Committee.

Meetings:

  • Meetings are scheduled as needed 3-4 times per year and generally held in Boise. Other business may be conducted, as needed, by conference call.
  • Travel expenses, including meals and lodging, will be paid at the state rate by the Idaho Commission for Libraries.
  • Meetings will be conducted using a collaborative process with a meeting leader, facilitator, and recorder.
