SWIM: Regional Collaborative Library Education Project

Four states—South Dakota, Wyoming, Idaho, and Montana—are collaborating to provide provide education scholarships for least 6 Idaho librarians and 4 school library media specialists to work in the region's rural communities through the SWIM Regional Collaborative Library Education Project. The project is funded through a grant from the Institute of Museum and Library Services (IMLS) Laura Bush 21st Century Librarian Program.

Recruitment will begin October 2009 and in the fall of 2010 students will begin their coursework, receiving a substantial level of financial support (80% of tuition and fees) and the opportunity to earn an American Library Association-accredited Masters of Library and Information Science (MLIS) or a School Library Media Endorsement.

Vision
To provide improved library services for residents in the SWIM region by graduating students with strong technology skills, new solutions to information challenges, and a commitment to a 21st century career in librarianship.

Goals for SWIM Grant

Increase the number of MLIS librarians in the four-state region
Increase the number of certificated school librarians with media specialist endorsement in the four-state region
Recruit Native Americans and Hispanics to the library profession
Encourage professional development and collaboration among librarians

Project Timeline

Recruitment and application period begins October 2009
Study program: August 2010 to August 2012

Required Qualifications for All Candidates

Bachelor’s degree
Have not been enrolled in a graduate degree or endorsement program since January 1, 2005

Expectations for All Candidates

Be willing to commit to a 21st century career in librarianship
Have access to a computer and the Internet
Be accepted by a participating university
Following graduation secure a full-time professional library position for a minimum of two years in any academic, public, school or special library located in one of the SWIM states.
Serve as ambassador for the library profession, sharing expertise and mentoring future librarians.
Become a member of individual’s state library association and attend the 2011 annual conference
Stay involved and active with individual’s state library association

MLIS Program Cohort
Students will enroll in the University of North Texas, Department of Library and Information Sciences blended learning program, a 36 credit-hour program combining:

on-line courses (Endorsement Cohort - at least two courses per semester for six academic semesters)
intensive in-person, four-day institutes (MLIS Cohort - one in September 2010 in Missoula, Montana and one in January 2011 in Billings, Montana)
annual conference of state library association (2011)

School Library Media Endorsement Cohort
The online endorsement program available at either the University of Montana or Montana State University is accepted by the Idaho Department of Education and requires the following:

up to 25 credit-hours online
Library Media Practicum (90 hours of fieldwork)
10 hours of seminar online
annual conference of state library association (2011)

The $12,960 SWIM Scholarship!
Libraries in South Dakota, Wyoming, Idaho, and Montana—have formed a formal partnership called SWIM to address library education needs in the region. The SWIM Regional Collaborative Library Education Project will provide scholarships to educate librarians through the University of North Texas LIS master’s program

SWIM Scholarship Recipients will receive:
• An opportunity to earn a MLIS degree from an ALA accredited graduate program.
• Financial Support — Recipients will receive scholarships to cover approximately 80% of the cost of tuition, fees, and books (approximately $12, 960).
• Travel stipends for required training, residencies, and state library association conferences in the SWIM region including support to attend the in-person Institute.

Scholarship requirements for applicants include:
• Be a resident of Idaho, Montana, South Dakota or Wyoming • Have a BA/BS degree completed prior to fall 2010 • Not be currently enrolled or have been previously enrolled in a MLIS since January 1, 2005 • Apply to and be accepted to the MLIS distance program at UNT • Begin the MLIS program in the fall of 2010 and complete the program in two years in accordance with the cohort agreements (taking at least 6 credit hours a semester and attending courses every semester until you graduate).
• Agree to work in a Montana, South Dakota, Idaho, or Wyoming academic, public, school, special, or tribal library in a professional librarian position for 24 months after obtaining the graduate degree

Scholarship Application:
The scholarship application must be postmarked by March 15th, 2010. Scholarships will be awarded by April 30th, 2010. For more information about the SWIM scholarship program and the application go to the Idaho SWIM webpage. Idaho residents must submit the SWIM Scholarship application to:

The State Department of Education has two new brochures available that you may want to use in your ECRTR workshops. “A Parent Guide to Reading: What Your Child Needs to Know in Kindergarten Through Grade 3” and “Idaho Reading Indicator Parent Information.” Stephanie has 400 copies of both brochures for ECRTR participants and will be sending them out as part of the “supplies” for new orders. If you want some now, please contact Stephanie.

Heads Up on Read to Me Meeting Dates: The annual Read to Me meeting will be held March 11-12, 2010 in Boise. The focus will be out reaching underserved families. We’ll get another dose of ECRTR information from national consultant Saroj Ghoting. Mark your calendars now. More information coming soon!

Did you know? Scores from the fall, 2009 Idaho Reading Indicator show that 18.7 percent of children entering kindergarten do not recognize three or more letters of the alphabet. Another 25 percent recognize fewer than 11 letters.

Our research shows ECRTR makes a big difference in helping prepare Idaho children for kindergarten. Keep up the good work!

School Library Partnerships: Building strong libraries, building powerful students

is a collaborative effort which includes the Idaho Commission for Libraries, Idaho Parent-Teacher Association, Idaho school libraries, BSU Albertsons Library and the Department of Education. The focus of this venture is to bring together parents, educators, and administrators to advocate for and understand the value of school librarians, paraprofessionals, and materials. Partnerships, 21st Century learning tools, and fun are part of the mix too.

Events

1. Partnerships & Conversations: November & December

Join us at a school library near you to talk about why your library is essential to student success. Find out how to identify partnerships to enhance your library’s resources and explore 21st century learning tools. Best of all, the two-hour sessions are designed to allow you enough time to join the session even if you are a little late. They will end on time.

Extra credit (a Flip video camera for your library) is yours if you bring a parent and an administrator (or designee) with you. Plus there will be give-aways and treats!

2. Expanding the Conversation with the Washington Moms

Three regional one-day conferences will be held throughout the state during late January and early February, 2010 to expand the focus of building partnerships, building powerful students! This event will bring together school librarians, administrators and parents to further explore building partnerships as well as focus on 21st Century Learning Skills. The Washington Coalition for School Libraries & Information Technology (aka the Washington Moms) who led a grass-roots campaign in Washington State to increase the awareness of the importance of libraries on student academic success will be guest presenters.

3. Building Partnerships

In April of 2010 at the statewide meeting of the Idaho PTA, the building of partnerships will culminate.

Sustainability

In October 2010, the Washington Moms will present a pre-conference at the annual Idaho Library Association to further expand the awareness and potential of partnership building.

LiLI eAudiobooks

As of October 1, 2009 the statewide eAudiobook service will no longer be available.

Between October 2007 - September 2009, the Idaho Commission for Libraries offered statewide access to downloadable audiobooks for Idahoans. The project enabled library administrators to evaluate:

Potential use of ongoing digital audiobook service
Technological skills and resources needed for sustainability
Library's ability to provide the service on an ongoing basis

During the first 12 months of the demonstration project, Idahoans downloaded 49,935 titles. Read more about the success in the LiLI eAudioBooks Collection 1st Year Summary.

Continue Access to NetLibrary

As of October 2009, 13 library organizations (including one consortium of libraries) are continuing to provide access to eaudiobooks for their users. By subscribing as a group, those organizations are able to subscribe at discounted rates arranged through the Commission for Libraries.

Libraries wanting to continue offering eaudiobook service to customers may do so by participating in ICFL's LiLI eAudioBooks Group Subscription.
