Funded by a federal Preschool Development Grant, this strategic plan was developed by the McClure Center for Public Policy Research and Danielle Horras Consulting in partnership with the Governor’s Early Childhood Advisory Council (ECAC) in 2021. Input and feedback was given by numerous state agencies, service providers, nonprofit organizations, educational institutions, and coalitions that serve young children and families, and those that prepare educators for the early care and learning workforce. The Idaho Commission for Libraries is a member of ECAC, and both the ICfL  and Idaho Library Association were active in providing input and feedback for the strategic plan.

We are dedicated to helping support the goals and objectives in the strategic plan through library services at the local and state level. Idaho libraries are vital partners in Goals 1 and 2, and Idaho library staff benefit from Goal 3:

  • Goal 1: Communities Engaged and Family-Focused
  • Goal 2: Children and Families Prepared, Empowered, and Thriving
  • Goal 3: Resources for Early Childhood Care and Education (ECCE) Educators Expanded
  • Goal 4: Timely, Actionable, and Accessible Data Available
